And, indeed, if you accept one theory, which is that GWB may be trying to correct the fatal error his father made in ignoring the party’s conservative base but is not as conservative as some think, that could be what has been going on here. Certainly, most published explanations of this selection remain interesting but somehow feel highly inconclusive. TOL has some ideas on that here.
