Please, Jeb, tell us what it is about a federal health insurance system that is contrary to a “consumer-directed model, where people are engaged in making health care decisions for themselves.”
Having a device that tells a diabetic “you just ate a butterscotch sundae — You’re a diabetic, you can’t do that” is necessary? And somehow a replacement for insurance?

There are legitimate health-related uses for wearable technology.
Telling a diabetic that it’s not a good idea to eat a butterscotch ice cream isn’t one of them.
