Myths And Facts About Illegal Worker Health Costs

My friend Maurice and me were talking about the high cost of health care and ways Congress is searching to reduce the inflationary spiral dealing in the trillions of dollars neither one of us could truly comprehend.

“How about hospitals refusing treatment for illegal Mexican workers?” Maurice asked.

“No,” I opined. “The courts have ruled everyone is entitled to emergency trauma services.”

“Okay,” Maurice replied. “Deny them all those other freebies. You know, they’re using the hospital emergency wards for hang nails, runny noses and minor stuff like that. Plus free drugs.”

“You’re onto something there,” I said. “But what about those illegals who receive pay checks and pay their taxes like the rest of us?” I asked. “Seems to me there’s a difference between them and those illegals who form our shadow economy and are paid in cash.”

“Don’t care,” Maurice said. “You think for one minute you or me will get free medical service if we landed in a Mexican hospital? I don’t think so.”

We drove in silence until he dropped me off at my apartment. “Let me look into it,” I said instead of thanking him for the ride.

What I learned shatters the myth Maurice and me presumed. According to the Pew Hispanic Research Center and other sources listed below:

Illegal immigrants can get emergency care through Medicaid, the federal-state program for the poor and people with disabilities. But they can’t get non-emergency care unless they pay. They are ineligible for most other public benefits.

Data on health care costs for illegal immigrants are sketchy because hospitals and community health centers don’t ask about patients’ legal status. In California, a 2004 study by the Federation for American Immigration Reform put the state’s annual cost at $1.4 billion. Similar studies in Colorado and Minnesota in 2005 came up with much smaller estimates: $31 million and $17 million, respectively.

One thing is clear: Undocumented immigrants are driving up the number of people without health insurance. The Pew Hispanic Center estimates that 59% of the nation’s illegal immigrants are uninsured, compared with 25% of legal immigrants and 14% of U.S. citizens. Illegal immigrants represent about 15% of the nation’s 47 million uninsured people.

But these statistics scratch only the surface. Because of state budget cuts:

The University of Texas Medical Branch in Galveston plans to deny cancer care to illegal immigrants whose hospital costs estimated by the state comptroller is $1.3 billion.

Oklahoma lawmakers in May restricted illegal immigrants from most public benefits, including health care and education.

Nationally, the cost of health services for illegal immigrants is 2% but in counties with high density illegal immigrants, the cost is as high as 10%.

Steven Camarota of the conservative Center for Immigration Studies says offering non-emergency Medicaid to illegal immigrants would be more expensive than leaving them uninsured and in need of occasional hospital care. In those cases, hospitals lose money, and taxpayers pick up the tab.

“Either you enforce the law and don’t have so many illegals, or you shut up about the cost,” he says.

At the state and local level, illegal immigrants already cost more in public services such as education and health care than they pay in taxes, the Congressional Budget Office reported recently. In 2000, counties along the Mexican border lost more than $800 million in health care services for which they were not paid; about 25% of that went to care for illegal immigrants, according to a report by the United States/Mexico Border Counties Coalition.

Since 2003, California’s San Mateo County has used local tax dollars as well as money from hospitals and non-profit groups to provide health insurance to all low-income children, regardless of immigration status. “These children are in our schools. They’re part of our community,” says Beverly Thames, spokeswoman for the county health department. “It’s just important that they have access to health care.”

San Francisco goes further, adding adults at local expense. Some cities, including New York, encourage illegal immigrants to use public services such as health clinics without risking deportation.

For many illegal immigrants, the fear of deportation outweighs the pain of illness or injury, so they live with their afflictions rather than seeking help until their health problems become critical. That makes things worse — for them, for hospitals that eventually treat them, and for taxpayers who ultimately foot the bill.

“They’re scared to see the doctors,” says Genaro Diaz , a legal resident who, at 59, is a father figure to many of the mostly male farmworkers in Benson, North Carolina. “They think they’ll send them back to Mexico.”

“There simply isn’t enough revenue to support the network of services which heretofore has been expected,” says Robert Pestronk, executive director of National Association of County and City Health Officials (NACCHO).

The cost of health care for illegal immigrants consequently is only a bleep on the government’s radar screen that faces a $1.8 trillion budget gap by the end of this fiscal year. Still, the illegals are easy marks for the ax-wielding budget-conscious governmental agencies.

I wonder what Maurice thinks about it now.

    Exactly. But where they're enforcing the law is the problem. The border is a joke. They will N-E-V-E-R secure it and press that says they will is just hype to pacify the people. What they must do is remove the incentives for illegals to cross. There could be software programs and payroll/accounting laws rigorous enough to catch E-M-P-L-O-Y-E-R-S of illegals. Whistle-blowing could come with a reward system as well. The best police for hiring illegals could be legal people out of work noticing a lot of spanish speaking people only on staff at a given business...or broken english of any accent.. All it might take is a hotline. In fact quite a bit of revenue could be gotten from stiff fines for people caught employing them. And mandatory jail time too. Locals out of work in my area called the INS on several businesses employing groups of illegals and they were busted but just fined. Busloads of illegals were taken out of the area and deported. A few months later...they had another staff of illegals right back on. They've crunched the numbers and found it makes sense to keep breaking the law. The fines either aren't high enough or they aren't afraid of serving time. That can be corrected with a laptop and Word program to alter existing laws.

    Imagine how much cheaper a hotline would be to run than herds of border-patrol agents, miles of fencing, vehicles, and court procedures for each and every alien crossing.. Fixing our problems doesn't have to be rocket science. My hunch though as usual is that when a problem seems complex, it is purposefully obfuscated by those standing to make money off the confusion in the shadows..

    The farm industry that produces food should be allowed to hire at substandard wages though. Farm work is incredibly hard for very little profit for the farmers even with illegals working for current substandard wages. Unless you want to pay $10 for a loaf of bread and $20 a lb. for hamburger. The tradeoff for illegals busting their butts for nothing would be a health care package just for ag working illegals and NOT their families; that would still encourage the flow over the border to continue.

    Jerry, I very much appreciate this article, and particularly the numbers you site. I get very upset when people use the undocumented population in this country as scapegoats. I remember after my mom went through treatment for cancer, for five years she had to take a pill that cost $75 per pill to buy it without insurance. And that's after several surgeries, chemo, radiation treatment. Luckily, she was well covered. We thought a lot about people like the mothers of the students she teaches (she does bilingual education in San Diego -- lots of undocumented parents), who probably wouldn't have even been able to get the initial screenings for breast cancer, let alone all the myriad treatments to cure it. They would just...die. And to think of all the people yelling about immigrants getting emergency care...it does make me angry.

    (BTW -- my mom is now 6 years cancer free)

    Having enjoyed all of my adult life the best socialist medical care in the world that any government could provide for literally pennies, I have the greatest of empathy (there is that ugly word again) for those who are not as fortunate as I have been.

    As some would say, I have no dog in this fight. I will probably continue to enjoy the finest free medical care for the rest of my natural life, so I could/should stay out of it.

    But as long as there are people like your Mom who--through no fault of their own--have to endure such medical hardships and outrageous costs (and your mom is relatively fortunate that she somehow managed to get her life-saving medications), I'll continue to fight for decent and reasonably priced medical care for all Americans.

    So, go ahead and call me a bleeding heart Socialist--I can take it.

    For the thousandth time, the problem is cost. Cost affects all else. If everybody could afford the cost of healthcare, the availability problem disappears.

    While living in Europe, an acquaintance of mine collapsed with a heart attack. He ended up getting emergency bypass surgery and fortunately completely recovered. His total bill, $828.00 + a $25 tip (local custom) to his attending nurse was all that he paid. Of course this occurred in 1990, so some cost adjustment might need to be made, but I think you can see the point as it relates to Illegal aliens. Was his Austrian medical care subsidized by the Austrian government thus the Austrian taxpayer? Yes, but cost was well under control and cost was practically a non-issue.

    Socialized medicine is an excellent idea in my opinion. It’s just a matter of how you implement socialized medicine that makes the difference.

    Thanks, DE. Curious where you live...my hubby and I are thinking of moving to Europe soon, not sure which country at this point, but it'll be interesting to see how the whole socialized health care thing is, first hand.

    Considering that 13% of all American children are now living in poverty, 15 million American workers are looking for jobs to feed and shelter their families, 160,000 veterans are homeless tonight and over 8 million lawbreaking illegal aliens are holding American jobs, it seems incomprehensible to reward those that are here illegally with any services while our own people are suffering.

    I see where you could have thought that I live overseas. (Although I have lived overseas extensively and have nothing but compliments for the medical care my family and me have received there...more about that later).

    No, I am fortunate enough to have had the best socialized medicine in the world provided by guess whom? Uncle Sam.

    Having been in the military since I was 18, and having been retired from the military for about 30 years now, we have had the benefit of U.S. military health care first, and now what is called TRICARE for Life.

    Although a few may tell "horror stories" about either of them or both, I thank God (and Uncle Sam) for both, and wish that everyone in America could enjoy the same care.

    More about my good experiences with "socialized" health care in The Netherlands, Belgium and England later.

    Just to follow up on our overseas health care experiences.

    All the following is anecdotal, and I am not trying to make a statement either way.

    No doubt, others have had different experiences.

    As a teenager I lived in the Netherlands and its Antilles. As far as I remember, the health care I received was excellent. As to the cost, since it was taken care either by my parents or the government, I don't really remember. However, I don't remember my parents ever complaining about cost or quality.

    Working for an American company in Belgium, our medical care would have been paid for by my company's insurance. However, for my mother-in-law, we paid less than $100 per year (this was 1989-1994) for her Belgian medical insurance. She had a hip replacement and inpatient care for a heart problem, both without any waiting periods and with superb results...for less than $100

    During a tour in England (1994-1995), although I could have used my company's doctors/insurance, I walked in a couple of times into the NHS doctor's office with minor ailments: less than 30 minutes waiting; cost, I don't remember, probably zero, or just a few pounds.

    Also had excellent medical care for a more serious problem Don't remember if this was company paid or taken care by the NHS. I just remember that the examinations, tests, diagnoses, etc., were timely and superb.

    A cousin in England did have to wait about one year for a knee replacement. However, it wasn't "urgent," and he could have paid about $20,000 to have it done sooner, but he elected no to.

    Draw your own conclusions.
    Just this morning, a letter to the editor in my local (Texas) newspaper had this, in part:

    “My father-in-law, a Canadian university professor, was diagnosed with blocked arteries during an annual checkup. A strict vegetarian who walks 1.5 hours a day, he had absolutely no heart disease symptoms, not even high cholesterol. Regardless, he was admitted for a triple bypass within three weeks of his diagnosis — no long waits or pre-approval paperwork.

    His surgery was done by a world-class surgeon and went flawlessly.

    His cost: cab fare to the hospital and back.”

    Dear Mr. President, Senate and House of Representatives:

    I'm planning to move my family and extended family (18-20 mouths) into Mexico for my health, and I would like to ask you to assist me.

    We're planning to simply walk across the border from the U.S. into Mexico , and we'll need your help to make a few arrangements.

    We plan to skip all the legal stuff like visas, passports, immigration quotas and laws. I'm sure they handle those things the same way you do here.

    So, would you mind telling your buddy, President Calderon, that I'm on my way over? Please let him know that I will be expecting the following:

    1. Free medical care for my entire family.

    2. English-speaking government bureaucrats for all services I might need, whether I use them or not.

    3. All Mexico government forms need to also be printed in English.

    4. I want my kids to be taught Spanish by English-speaking (bi-lingual) teachers.

    5. Schools need to include classes on American culture and history.

    6. I want my kids to see the American flag on one of the flag poles at their school.

    7. Please plan to feed my kids at school for both breakfast and lunch.

    8. I will need a local Mexican driver's license so I can get easy access to government services.

    9. I do plan to get a car and drive in Mexico, but, I don't plan to purchase car insurance, and I probably won't make any special effort to learn local traffic laws.

    10. In case one of the Mexican police officers does not get the memo from their president to leave me alone, please be sure that every patrol car has at least one English-speaking officer.

    11. I plan to fly the U.S. flag from my house top, put U S. flag decals on my car, and have a gigantic celebration on July 4th. I do not want any complaints or negative comments from the locals.

    12. I would also like to have a nice job without paying any taxes, or have any labor or tax laws enforced on any business I may start.

    13. Please have the president tell all the Mexican people to be extremely nice and never say a critical things about me or my family, or about the strain we might place on their economy.

    I know this is an easy request because you already do all these things for all his people who come to the U.S. from Mexico .
    I am sure that President Calderon won't mind returning the favor if you ask him nicely.

    1. If you consider the fact that I gave 20 years of my life to military service and then another twenty in an aerospace industry, paying plenty of taxes, as being a "non-producer" and "sponging" services from society, well, that's your legtimate right.

    2. For your information, I would not mind paying some more taxes to help pay for "someone else" getting adequate medical care.

    Folks, we as Americans should know that you CANNOT pick and choose which laws you want to follow and which laws you do NOT want to follow. The Non-representing representatives of ours are following marching orders from god knows who. but its not us, and its not the Law! We Americans need to STAND UP NOW and tell them enough is enough! FOLLOW the LAW! kick out every illegal alien and their children, send them back to Mexico or wherever it is they are from! they are abusing the system!, and you can bet LARAZA is behind a majority of this! healthcare? say NO to covering illegals out of our pockets! we have done this far to long! and are now facing the consequences! Our schools are overcrowded with them! they get free foodstamps! free medical! free places to live! why would they NOT want these things?? it is TIME for them to GO HOME! Let mexico deal with its own, or they can go their and change thier own country!     See, it's statements like these that make most smart people think that those who are vocal about the "cost" of "illegals" are really just jerks who hate Mexicans. I guess, Stevo, it never occured to you that there are millions in this country who speak Spanish who are here legally? Hispanohablante =/= undocumented.

    Your list was really funny, too, Stevo. You have no idea how you'd be treated if you went to Mexico, do you? I find this one particularly hilarious: "I would also like to have a nice job without paying any taxes, or have any labor or tax laws enforced on any business I may start." I swear, those big job-stealing Mexicans, I'm sure that you weep every night that YOU can't have all those $2/hr jobs working in the farm industry or cleaning people's houses. It must be rough. It should also be noted that when I was in Mexico on July 4 a while back, we did have a big party with American Flags and fireworks. And please, when you sign something "US Citizen and Taxpayer", please make sure you distinguish yourself from those of us US Citizens and Taxpayers who aren't actually bigots. Thanks!
