Obama said, “When George Bush came into office, our national debt was around $5 trillion. It’s now over $10 trillion.” Actually, it was closer to $6 trillion when Bush took office. On Jan. 22, 2001 (two days after Bush was sworn in) the debt stood at $5.728 trillion. On Sept. 30, 2008, it was $10.025 trillion.

An eye-popping $1.75 trillion deficit for the 2009 fiscal year underlined the heavy blow the deep recession has dealt to the country's finances as Obama unveiled his first budget. In 2010, the deficit would dip to a still-huge $1.17 trillion, Obama predicted.
Even raising taxes on the rich were still going to have a ONE TRILLION DOLLAR DEFICIT. IS this guy MAD???
O'Neill said he tried to warn Vice President Dick Cheney that growing budget deficits-expected to top $500 billion this fiscal year alone-posed a threat to the economy.

George- I didn't take it to be ridiculing Obama, just referencing a known fact that it was hard for him to quit smoking (just as it is for any smoker to quit.)
It's a clever cartoon because it combines several references to recent events and ties them together- Obama's smoking habit, the girl at Obama's budget speech, and the facts that quitting smoking is hard because it's an addiction just as our politicians can't quit spending because it's addicting for them.
Then there's clever pictoral depiction of 'fiscal responsibility' going up in smoke.
And the warning label.
And the typical product ad hype "Now with more economic stimulus"
IOW, the cartoonist did what cartoonists do, and very well- he combined ideas into a coherent picture that draws on things we're all familiar with to make a point.
