If you have a sports bar and your employees allow a patron to drink to much, get drunk and injure someone in a car accident, you are can be held liable for those injuries, even though you may not have been working when that person had the drinks.
Then why is it any different that Holder should not be held responsible for the actions of his department? I find it very difficult to believe he knew nothing about this, but even if he did not, he created the environment that allowed this to take place.
Holder needs to go!
