    Since a large percentage of congressmen are lawyers and most of their staffers are either lawyers or lawyer wannabes, it should not amaze anyone that very reform law/rule/policy can quickly and easily be beaten. Trying to reforming the lobbying of a government and spends trillions of dollars is like the “dog chasing his tail.”

    I am inclined to agree with superdestroyer here. Creating the perfect rule that cannot be gone around seems virtually impossible. Maybe instead we need to put the emphasis on publishing for the public who what and when, and finding some way for such excesses to cause voter backlash and election loss. There are almost insurmountable difficulties to the latter as well, however.

    Sigh, indeed.

    I’m not a laywer, but my parents are acountants, who have a practice called Substance over Form. Seems to me that such rational approach should be included into our legal system more explicitly.
