Most political observers caution that get-out-the-vote (GOTV) operations only count for about a point or two in the final tally of elections. But as this post by David Kowalski at MyDD reminds us, many of the races in 1994 were won by tiny margins. In fact, 25 of the 52 seats picked up by the Republicans were won by such a tiny margin that a COMBINED 25,000 votes going the other way would have saved the House for the Democrats. If the Democrats are going to pick up a lot of seats, they’ll win many by a tiny margin. GOTV will make the difference.
