I think some have misread the post. It was NOT about the United Nations having a dedicated anti-genocide force. It was about the United States having a dedicated anti-genocide force. Somewhat over a full infantry division’s worth. Just in case, you see.

This would be an attractive service of the UN that would burnish its image while spreading the risk.
In essence it would be an expansion of its peacekeeping role.
In fact imagine if it were a much larger service that patrolled shipping lanes, trade routes, etc.
