How would a fiscal conservative moving from the director of the Office of Management and &lt;b&gt;Budget&lt;/b&gt; to Chief of Staff help rein in the spending? It seems to me like they are moving him farther away from a position of budgetary influence.

I&#039;d love to see someone get in there to do something to control the rampant defecit spending but this just seems to take someone who might want to do so out of a position where he could do so. Am I missing something?

As for the change in general, I&#039;ll join those who summed it up with one word: yawn.

The only thing that would cause people to think the White House was changing its ways was if Karl Rove decided to spend more time with his family. Andy Card has always been a bit player in this White House. A man who makes sure things go smoothly at the internal level, but who makes no policy decisions and doesn&#039;t really manage policy-related relationships between various Cabinet officials and the White House (which Chiefs of Staff have done in the past). Rove is the man responsible for those kinds of decisions and he&#039;s still around.</description>
