It seems that they are instead stuck in the mountains of Northwest Pakistan and Southern Afghanistan. Their ability seems compromised at a minimum with most of their efforts being focused almost exclusively upon hiding instead of orchestrating attacks in remote locations, though they are possibly orchestrating some of the resistance in those two places.
