Parking fines should be doubled immediately to help offset this republican created massive debt. A sliding scale for fines associated with the offenders ability to pay should be established. Those below the poverty line, half the normal fine. The scale continues up to those making more than $100, 000 per annum, 10 times the normal fine. For those whom do not pay their fines, fifty times normal fine, a garnishment on their income. For those caught talking on cell phones while driving,, instant 25 whacks with a rattan cane across the hood of their vehicle.
