For those who could afford insurance now, but choose not to get any through their employer, they&#039;ll show up at the emergency room expecting treatment. Bottom line? The cost is shifted onto those who do have insurance, in the form of higher premiums. On the other hand, how do you require everyone to have insurance? That definitely seems intrusive, though I understand Massachusetts already does this. But how do you call a 35% tax &quot;reform&quot;? That&#039;s about where we were when Reagan left office.
