Stinky Health Care and Spending

I can guess which word balloon is Liebermann, the one guy who believes something stinks.

And Press Secretary Gibbs has to be the guy who wants to redefine it.

So I'm trying to figure out if the fish represents the wasteful version of the public option we have now, the Emergency-Room option or if this is a GOP scare tactic trying to make the official public option with streamlined costs and sensible preventative options look bad?

I'll just copy the picture and put a "current ER-plan" emblem on the fish. I'm sure that's what the cartoonist meant. Ever seen an ER bill for something as mundane as a sprained ankle? *shudder*...
