There's been no clear account of exactly how the rigging was done, but it appears to be from the top down. If the highest powers rigged the election, it's hard for them to go back on that and retain anything. I will disagree on one point. It's not clear that Ahmadinejad has truly tightened a grip on power. Instead, the Supreme Leader has. While the Supreme Leader has always been the ultimate power, he was supposed to be a sort of neutral arbiter. Khamenei has chosen a side and put himself right in the thick of things.
