One other problem with the solution is the plan to put off the June 2010 payroll into the 2010-2011 budget year by paying on 1/7/2010 instead of 30/6/2010

This means that the 2010-11 budget year will have 13 months, one check on 1/72010 and one on 31/7/2010.

Of course they can always do the same thing every year to keep it running at 12 months a year but it also means they can't use this trick again.

so if you have two or more clunkers at your house you cannot trade both of them for one car. The program is for one per
person.

If that deal goes through the State will be buried in lawsuits as the county and local governments, as well as many others file suit. Seems they have a solid case too.

The cuts displayed here lack context. For example, Higher Education is shown as being cut by three billion, but whether that is a big or not so big cut depends on how much was being spent before it was cut. This is true of all the areas that are being reduced. It would also be nice to know what parts of the budget were most strongly impacted.

Considering the high taxes that we Californians are already paying, these spending cuts make perfect sense. We can no longer afford the welfare state that we've created.
