Obama is no different than Bush, he calls on the Constitution when it forwards his agenda, and willfully disregards it when it doesn't. He is Bush's third term.

These Dems won't be encumbered or inhibited one moment by obstacles of any kind.

Also at issue could be obscession with achieving anything, even mere feel-good fluff, as well as wariness and resentment about Kyoto in the past. (Something nutty won't necessarily be ratified by the Senate, and could even be resoundingly defeated, again.)

We'll see what happens. Obviously with Russia an arms-reduction treaty is hardly the only, or most important, issue.
