It's a cheap shot that actually backfires among intelligent readers, for a major problem Obama is facing is concern about his rushing to do too much, too quickly (when all too often, still the best that can be said for so much of what his people and the Congressional Dems are doing is “experimenting,” acting largely on guesswork and Hope [tm]).
