So if some people didn't believe in spending money for pandemic preparedness in a spending bill then what type of bill would the money go into? :)

I know I'm being a bit silly but really... what is the history after it was nixed? Did any Dems or Republicans put it in other bills or discuss when the pandemic preparedness money should be allocated in a bill?

The issue may now be "it doesn't belong in that bill" which may be valid, but was the idea just killed or tabled for some future date and if so, when? And who did the killing?

I mean any law is possible to propose, so what were the plans around re-introducing the pandemic preparedness?

I wonder if the pandemic preparedness was just nixed from the stimulus and left to die a slow death.
