The implication up until now has been that since we need spending so badly and so immediately a critical look at the budget and priorities has not been possible.  That excuse was also used to justify Obama&#039;s continued  acceptance of earmarks.&lt;br&gt;&lt;br&gt;Now in an area of the budget that doesn&#039;t fit with the Obama wish list, it is suddenly possible to be fiscally responsible.  The conclusion has to be that Obama can review budgets critically when he wants to, and that much of the anti-earmark talk and &quot;going through the budget line-by-line&quot; was just so much campaign rhetoric.</description>
