		<description>Maybe the Europeans have learned the folly of really large deficits.&lt;br&gt;&lt;br&gt;American experience is that government spending does not stimulate.  Maybe they learned that too.&lt;br&gt;&lt;br&gt;As shown in the &#039;90s, the strongest stimulus is restraint in government spending.  Tax cuts can be stimulative too if they are across-the-board, but spending restraint is even better.&lt;br&gt;&lt;br&gt;But that&#039;s not where we are headed.&lt;br&gt;&lt;br&gt;Low interest rates and an expanding money supply can stimulate too, but can cause severe inflation and other problems later.</description>
