The question to answer is of course WHY upper middle class kids are measured with higher IQs (on average, sometimes, etc.). It will have something to do with health and behavior and the manner of testing (possible bias and the like). Once you know what causes the IQ effect, and we only have ideas now, then you can choose whether the government should be involved or not.
