Its hugely expensive in both lives and money to keep this up, and unless they manage to actually overthrow the gov't they are eventually going to lose. The reason for the bloodshed as stated was that they were allowed to exist in relative peace for so long they became the powerful entities they are today. Removing them once the decision was made was going to be painful and violent, but its not necessarily the wrong thing to do.
