		<description>Everyone over-reacted after the Transitions staff blew a perfectly obvious protocol matter.  CIA is in the toilet and insiders are part of the problem, not the solution.  George Tenet, a staffer without any substantive power or knowledge himself, has been a placeholder.  Senator Feinstein, once properly acknowledged and also assured regarding the implication of the nominee&#039;s appointment with respect to jobs in California (a close second to Virginia for secret intelligence jobs and contract dollars), must now see the nominee in the best possible context.  I do not know Director-designate Panetta, but my OMB colleagues that do tell me he is high in both integrity and manners as well as intellect (nuances).  On the web I have noticed his strong interest in both education and research.  What he had going for him, apart from access that none of the past five DCIs have had, is DEEP knowledge of both how BAD intelligence support to the President is (4% &quot;at best&quot; on the inputs to any major presidenital decision, non-existent for Cabinet secretaries and Congress); and, perhaps more importantly, combining his past as D/OMB and WH Chief of Staff, DEEP knowledge of what the President, D/OMB, Cabinet Secretaries, and Congress DO &quot;need to know.&quot;  From where I sit, Director-designate Panetta could well be the first 21st Century DCI, the first to serve 10 years, and the first to redirect the secret intelligence world away from the expensive obsessive emphasis on &quot;secrets for the president,&quot; and instead toward unclassified decision-support for every &quot;decider&quot; including Governors, Mayors, and so on.
