I think its more interesting to take a glance at the runners up: Hank Paulson, Nicolas Sarkozy, Sarah Palin, and Zhang Yimou. I looked through TIME's archives and noticed that Bush got the person of the year twice, in 2000 and 2004. Interesting about 2004, the subtitle says "American Revolutionary" and they chose him "For sticking to his guns (literally and figuratively), for reshaping the rules of politics to fit his ten-gallon-hat leadership style..."
