		<description>Shinseki spent a large portion of his career in Germany and Europe.  How does that qualifiy him to be head of the VA, a social welfare organization.  He has not had to wait in line for healthcare for a personnel issue in over 20 years, how does that qualify him to be head of the VA?</description>

		<description>Shinseki was responsbile for the public relations disaster of the black berets for the Army.   That shows that he is far from perfect.  His own subordinate told him not to do it and he did it anyway.  So much for being fully qualified. &lt;br&gt;&lt;br&gt;D.E.  what other qualitification other can publicly disagreeing with his boss does Shinseki have?</description>
