		<description>Nothing can happen without Congress appropriating funds. Since the U.S. government still does not have its 2009 budgets passed, it is hard to see that Congress is going to rush bakc to DC in December and pass $500 billion in more debt.  Besides, who is the U.S. going to borrow the money from in order to pay off the big cities mayors who helped elected Obama. &lt;br&gt;&lt;br&gt;The government is designed to be slow and is one of the reasons that big time government intervention in the economy causes so many long term programs.</description>
