Since the U.S. government still does not have its 2009 budgets passed, it is hard to see that Congress is going to rush bakc to DC in December and pass $500 billion in more debt. Besides, who is the U.S. going to borrow the money from in order to pay off the big cities mayors who helped elected Obama. <br><br>The government is designed to be slow and is one of the reasons that big time government intervention in the economy causes so many long term programs.
