I think YOU are on the right track, stating the things you want in a car. I think American ingenuity will win this battle, not necessarily government management. The future of American automotive is in small companies, and empowered buyers. I hope you'll take part in voicing your opinion so you can see your ideal car on the road - I work with Local Motors (<a href="http://www.local-motors.com">www.local-motors.com</a>), and we are designing and building cars for and in regional areas around the US. We are "crowdsourcing" car design, so to speak, but more importantly we are building ONLY the cars customers want with lightweight vehicle technology and best powertrain options per region. To us, this is the best, most scalable, sustainable strategy to positively impact American automotive, decrease oil end use, and satisfy customers.
