I've believed that for a while. But there are two problems with this strategy:
A) Lots of Americans don't really think about who controls Congress right now. They just know that it's ineffective. It takes years to demonize Congressional leadership. Truman's “Do-Nothing Congress” line was an exception that Truman worked hard to push.
B) It sells the GOP Congressional campaign out. The GOP likes to think it can take back one of the houses. By admitting that McCain would have to keep a Democratic Congress in check, reporters could ask the RNC which members they plan to abandon. That gets embarrassing.
Thing is, I doubt that will be effective at all. If that were true, if having a divided government were really that important, why didn't the GOP campaign to make Congress Democratic in 2002-2006?
This isn't 1984. Scaring people with the “big government liberal” boogyman just isn't going to cut it this year, when we need government intervention more than ever in this economy.
