Bush either didn't care or didn't realize these people were not competent for the position he appointed them. So McCain found someone who has apparently been doing good things for AK and fought her own party on corruption, which is great for her as AK governor, but said she doesn't know what the VP does all day and apparently would consider the job if it's good for what she is trying to do in AK? She doesn't seem to get that she's competent in her current position but doesn't automatically translate into competency in a national position.
