Morally bankrupt is right. And the more it's brought into the light and the more angry people get about it the better. Maybe some folks are content to let our govt behave like a banana republic, but most of us understand why this isn't something the USA should ever be associated with.

To me part of the infuriating thing is all the discussion about how effective it is. To me, this is besides the point. Torturing is a morally bankrupt action. As you said, it can only be partially mitigated or forgiven in extreme circumstances (I could excuse a mother for torturing a man who knew where the keys were to the lock on chains that were strangling her baby before her eyes, but that doesn't make the torture right). Making it legal is equivalent to saying that it is RIGHT, sometimes. It is NEVER right, so talking about whether it's effective seems a little unnecessary.
