		<description>It is not a stimulus to the economy if the government was deficit spending before the stimulus and just has to add to the debt.  If the government had been running a balanced budget and then went into short term debt to stimulate the economy, you could argue that tax based welfare would provide some sort term economic stimulus.  However, with the current massive budget deficits, there is little the government can do to stimulate the economy.  &lt;br&gt;&lt;br&gt;Besides, most of the stimulus will be spent on cheap imports from China and will be paid for with higher taxes (an anti-stimulus in the future).   Since there is not a politician alive who will implement Keynesian economics, maybe it is time to give up trying to do it.</description>
