When caught, however, there is punishment. When it comes to contractors, there are only more ontracts. It's a story repeated in domestic contracting over and over.
Contracts are awarded to the well connected, and when they don't deliver or deliver an unacceptable product, they are given more money to “do better next time”.

Or how Lockheed was awarded to contract to auction of boats, aircraft and cars seized by the DEA.<br><br>In both cases as with Halliburton, we had companies that were very skilled at getting government contracts, yet hopelessly inept at fullfilling them. How?
