		<description>It&#039;s a story repeated in domestic contracting  over and over.&lt;br&gt;Contracts are awarded to the well connected, and when they don&#039;t deliver or deliver an unacceptable product, they are given more money to &quot;do better next time&quot;.&lt;br&gt;&lt;br&gt;Not that corruption  in government operated projects and by government  employees doesn&#039;t exist.  When caught, however,  there is punishment.  When it comes to contractors, there are only more ontracts.</description>

Or how Lockheed was awarded to contract to auction of boats, aircraft and cars seized by the DEA.&lt;br&gt;&lt;br&gt;In both cases as with Halliburton, we had companies that were very skilled at getting government contracts, yet hopelessly inept at fullfilling them.</description>
