It&#039;s an all-party, all humanity effort.&lt;br&gt;&lt;br&gt;The solution lies in reforming processes to make it harder for individuals to get away with it.  The awarding of government contracts is probably amondg the least  transparent  among governemtn practices., and for good reason.  Money translates into Party power as well as personal wealth.  No wonder reforms are resistied by Congress as well as the WH.</description>
