		<description>Slamfu, the procedures for counting votes are laid out ahead of time to prevent the exact kind of dispute that happened (the difficulty of certifying an election when there&#039;s a statistical tie in the vote counts.) Both parties did agree to the rules of counting ahead of time, and when those rules didn&#039;t favor Gore then there was a cry to change the rules.&lt;br&gt;&lt;br&gt;DLS: true, but funny how some Dems now recognize this as cheating even though it&#039;s obvious that any form of changing the rules midstream is unfair.</description>
