It quoted, among a number of people, Ralph Reed: [paraphrasing here]  &quot;We got it backwards.  We needed to broaden our presence by establishing ourselves at the local level -- such as on school boards -- and at the state level.  Then the federal government would be open to us eventually.&quot;</description>
