A piece of mine ran on the Op Ed Page of today’s Philadelphia Inquirer. It makes a point that seems so obvious so me I’m astonished it is so rarely noted.

To wit: When you have a progressive tax system, any sensible person should want to pay a higher tax rate on some income because that means he or she has earned enough to qualify to pay the higher rate.
