Perhaps you&#039;ve never heard of the Intelligence reform act of 2004?  The CIA was gutted.  The CIA is no longer the head of the intelligence community.  The CIA is no longer the gatekeeper of all intelligence for the executive.  The CIA is no longer the lead agency for writing NIE&#039;s.  The CIA lost almost all of it&#039;s non-HUMINT-related analysis functions.  The CIA no longer has power over the intelligence budget. In short, the CIA today is not your Daddy&#039;s CIA.</description>
