And we're funding local "concerned citizens groups" that serve as little more than local militias (despite the other Lynch's (the General) insistence that these groups won't bother anybody else - because Iraq is naturally a peaceful nature and power devolves evenly at the local level - or something). Basra is a catastrophe. Al Qaeda has never been a threat there, yet Basra is every bit as dangerous as Anbar was a year ago.
