The fact is the real tests are material and concrete and Bush knows he isn't making any progress. So he does what all execs do when they don't have any successes, he jukes the stats and plays for time. Its what he did when he ran companies on the way to running them into the ground, its what Enron did, its a strategy for incompetent losers. When Bagdhad has electricity and running water, when its elected officials can leave their fortresses and not get assasinated, when people can travel in their own country without risking their lives, and when life in general can return to a semblance of normalcy, I'll be impressed.
