		<description>Who cares what he plans to do.  He will only be in charge for 15 months and it will take him weeks to get up to speed.  Anyone who expects big changes from someone who is in charge for only a year is naive about the ways of Washington, DC.  Go back and look at political appointees from the last year or two of the Carter, Bush I, or Clinton Admnistration.  They were all insiginifcant and had little to no effect on their departments.</description>
