		<description>The jaw-dropper of the speech was the long term security arragement with Iraq.  That sounds like a treaty to me, so Congress had better start consulting with their Constitutional experts on the need tor treaties to be ratified by Congress.
This is beyond serious.

Can you even have a treaty with a non-functioning government?  If the teetering Maliki falls, who would be  the Iraqi partner to this treaty?  How can you have a treaty with a country in the middle of a civil war?

Formalizing a long term US presence in Iraq, would look like the establishment of another Israel in the ME to many (most?) Arabs in and out of Iraq.  We might as well draw an X on our backs as the concentrated target for AQ and a multitude of other groups.

This is, obviously, meant to thwart Iran, but the price would be paid by a loss in the GWOT.  Whatever the argument for retaining troops in Iraq, formalizing it with a signed treaty and thus removing the pretense that it is not our intention to remain as an occupying force shifts the situation into a whole new sphere with maximally dangerous consequences possible.

A spokesperson said Bush is pursuing this to avoid leaving a messy situation for the next president.
