It's the old Latin fallacy of tu quoque ("You too"), which was known to be false before English ever existed. Sadly, it's THE reflexive and unquestioned response to virtually anything. Nobody's mother ever bought that argument (but Billy did it TOO!), but, evidently, everybody's mother is more intellectually sophisticated than any journalist in American media today.

I don’t understand the references to Sam Donaldson by people who are trying to excuse this Mr. Munro’s bad behavior. Even if it was true that Mr. Donaldson had repeatedly interrupted Presidents in the middle of their speeches surely Mr. Munro’s mother taught him that the bad manners of others never is an excuse for his own bad manners.

We would all be a little bit better off if we followed the lessons that our mothers taught us before we went off to first grade.
