I know this makes me look like I’m an utter idiot, but for heaven’s sake, I can’t see what’s supposed to be funny in this cartoon. Maybe it’s a translation problem, or a case of cultural differences, but could someone explain the joke to zhis dumb foreigner, pls? All I see are 5 different levels of risk, severe, high, elevated, guarded, low. Yeah, so what? Sounds totally rational to me…

Hello Gray. It’s not meant to be funny, per se. This is the classic risk chart used usually for a terrorist attack, presented if I remember correctly by ex-Homeland Security chief Tom Ridge. The chart, since it’s presentation, has been the object of criticism, ridicule and a huge numbers of spoofs. I remember one for Gay Marriages and another for School Shootings. This is just one for infrastructure collapsing, in reference to the recent collapse of a bridge.
If you want to look for further meaning you could say that our obsession over terrorism has caused government to be less efficient in taking care of other essential aspects of governance, like taking care of infrastructure. I don’t know how fair that is though, I suspect that plenty of infrastructure gets ignored, terror or no terror.
