		<description>I don&#039;t see him ever taking a strong stand against the president. He was on Face the Nation this morning, and seems to be more in line with trying to get Bush to modify the policy back towards the ISG&#039;s recommendations. For all we know, however, the situation may have changed enough to make those recommendations irrelevant now or by the time (if ever) Bush decides to change course on the surge. I don&#039;t expect Lugar to vote against the president on the war, despite his speech. 

 I honestly believe that most of the GOP in the Senate realized that the surge wouldn&#039;t work back in January, but went along with the president, because they did not want to be seen as going against a wartime commander-in-chief from  their own party. If Bush had been a Democrat, they would have opposed it from the beginning. Out of party loyalty, they have largely refrained until now.</description>
