Here is my, very very short, take on it: let individuals organize themselves in pressure groups, let them make it known to politicians / political parties that they have had enough of negative ads. 

But: no rules. Rules don&#039;t always solve issues and, lets face it, in America, getting laws or rules passed is very difficult to do when something touches or threatens to touch the freedom of speech.</description>
