The shorter the flight time, the better, and the ultimate would be a hypersonic cruise missile with a range that would let it strike anywhere on earth from the launch point. You have precision, as with the Indian-Russian cruise missile and with our existing missiles, you have the ability to fly a confusing path to the target, and ideally you'd have a missile that you could reprogram while it is in flight, to change its flight plan on the fly, literally.
