I gave an example of something physical that should stop you from getting a gun, so I’m not sure why you brought up people in wheelchairs.

Wheelchair shooters have the right to shoot, just as they do with bows and arrows.

As to your qualification and potential licensing, it depends on if it’s meant toward a general reduction or really meant to screen for incompetent shooters. I believe you want something in the second category, such as a certificate from a training course for the .338 Magnum cartridge if someone wants to buy a .338 Magnum rifle (this is a cartridge with punishing recoil, making most shooters likely to flinch), or the same for a handgun using cartridge X (which is less accurate and takes time and skill to master, plus the guns with the larger cartridges themselves generate heavy recoil).

Legally I can buy a gun, however, I feel my eyesight is so bad that I would be a danger to others if I tried to defend myself with a gun, so I don’t own one. (The same is true with driving.)

This man had serious mental problems, he was accused of stalking two women, he was removed from a class because the teacher thought he was mentally ill, he was on psychiatric medication.
