A definition of terms might be good. Are you a prisoner of a country if taken within that country and a hostage if taken outside? Might be a reasonable definition, but doesn&#039;t quite get at what we usually think of as a &quot;hostage&quot;...

I guess it&#039;s also the same problem you have in defining terrorists vs states. No one has ever been able to give me a good definition of a terrorist.</description>
