When someone finally figures out that President Bush is not the person that they believed he was, or comes out in any way against him or his policies, the administration unfailingly hits back by demonizing that person. Here Dowd, originally a Democrat, believed that Bush would govern as he had in Texas in a moderate, bi-partisan manner. He believed him when he promised a humble foreign policy, that he was a uniter. Dowd loved him as a person. When his hero followed his advice and won two elections, he finally came to realize that what he had believed about Bush had not come true. He felt betrayed, and wrote the NYT's column, which was never published. Finally, he came to grips with his doubts and admitted that he had lost faith in him. Its as simple as that. The administration's response is typical of how they handle dissent- anyone who no longer supports the president must be mentally unhinged.
