		<description>Yeah, earmarks suck, no matter who does them.

A question though:  When budget numbers are calculated and published detailing how much was spent on defense, are these earmarks included in the defense numbers?  Same with other parts of the budget.  Defense is a popular item to tack things onto, but I wonder if non-defense items are included as part of overall defense spending.</description>
